[GEANT-216] neutron induced photon classes written with some test

Harphool Kumawat requested to merge harphool/testnudyphoton into master

most work is done in offline TNudyEndfSigma class. RecoPoint is left with reading data. Some tests for library are written. Real example is to be written.
