Implement a 'freeze controller phase error value for read-out' feature

As we discussed before, reading out the 48-bit phase error values with a 32-bit data bus requires some way to freeze the updating of these values during read-out. This modification adds a way to freeze the current value of the controller phase error so it can be read out without interference.
