Further improvements to the IP core (re)creation machinery

Most interesting:

  • Allow recreation of everything in default form using ./scripts/vivado_create_ips.sh or using the corresponding .bat file on Windows.
  • The vivado_create_ips.tcl script has been overhauled and now allows specification of IP names/patterns, target FPGAs, and target evaluation boards.
