Correct T&P probe cuts

https://gitlab.cern.ch/HiggsDNA-project/HiggsDNA/-/blob/master/higgs_dna/workflows/dystudies.py?ref_type=heads#L293-299 needs to be removed to avoid biasing the probe too much (was also incorrect in flashgg: https://github.com/cms-analysis/flashgg/blob/dev_legacy_runII/Validation/test/tagAndProbe_test.py#L184-L196).

If possible, we can also add the requirement that charge of tag and probe should not be equal (lower priority).
