Scale uncertainties: option to split EB vs. EE

Now, if the scale uncertainty should be handled separately for EB and EE photons, it can be referenced as scaleEB or scaleEE, respectively. For 2022postEE, the uncertainty is increased by a factor of 2 for EE photons, as needed for HIG-23-014.
