[SIGMON-784] add mi criteria to pic2 circuit quench via qps for ipd circuit

Most MI criteria seems to work straightforward besides the QPS signal ones (as of now, I don't know of to distinguish nQPS from QPS, as it seems that 60% remains true, while 40% changes to false.

EDIT: I try to investigate further by using IPD2/IPD2_B1B2 to distinguish if ST_CIRCUIT_OK_QPS should flip to false or not. I ran the validation over the last campaign (19 tests), and got this Out of 19 tests, 8 tests were signed as SUCCESSFUL and are now failing. Out of those 8 cases, 4 were still due to the ST_CIRCUIT_OK_QPS check.
