WIP: Add test build with no backends
You might have looked at something similar based on comments elsewhere? This branch does a test build to check zero backends is possible.
This is a strawman to show where the interlinks currently are.
In principle adding generic filters in CMakefile would be better than the specific ones I've added here. The main place this isn't possible at the moment are for some of the older tools that use Spec.
