Draft: Merging Felix branches into Devel

This is a work in progress branch that we will use to work/and discuss the Felix to Devel merge.

ToDo Items:

1. Rebase/Merge the Netio branch with devel.
2. Identify problematic merge points.

Before finalizing merge we need to do:

1. Run with Felix 5.0 seutp
2. Run with Spec setup
3. Run with Felix direct readout ( I currently don't have this setup)
