prepare tarball with proper directory structure

Christian Gumpert requested to merge ACTS-237_improved_deployment into master

Unpacking the distributed tarball for ACTS releases should create a new subdirector (whose name include the tag name) instead of polluting the current folder. In addition, unnecessary files are excluded from being compressed.
