Merge branch 'ACTS-237_improved_deployment' into 'master'

prepare tarball with proper directory structure

Unpacking the distributed tarball for ACTS releases should create a new subdirector (whose name include the tag name) instead of polluting the current folder. In addition, unnecessary files are excluded from being compressed.

Closes ACTS-237.
