Acts 258 fix par num

Valentin Volkl requested to merge vavolkl/acts-core:ACTS-258_fix_par_num into master

A first attempt to eliminate hardcoded parameter numbers in the Core Code. Shouldn't change anything as long as the number of parameters is five -- if the code in the propagater et al. makes sense with a different number of parameters has to be checked, but at least compiles for me with BUILD_TESTS=OFF -- I don't know what to do with the unit tests yet.
