Acts 318 extrapolation engine collect material

Andreas Salzburger requested to merge ACTS-318_ExtrapolationEngine_collect_material into master

This merge request includes the fix to the extrapolator to find all material in the detector (ACTS-318) It also tackles the new search for surfaces on a layer (ACTS-320) Some adaptions to the ExtrapolationCell had to be done Additionally, the copyAndMove constructors of Layers have been removed (while new internal sub structure variables have been integrated).
