Document and clarify the Propagator and EigenStepper code [rebased]

This is the first merge request in the ACTS-220 series, which will integrate Nicolas' work along with some additions of mine.

As a first step, we improve the documentation and clarity of the Propagator and EigenStepper code acording to our understanding of what it is doing. This work builds on the documentation that was previously proposed by Christian in !312 (closed), and is expected to dramatically ease future work on these components.

Accepting this merge request fixes ACTS-336.
