Acts 211 beam pipe forward endcaps

This fixes the issues with:

  • forward endcaps of FCC-hh detector (now building)
  • beam pipe insertion rather than pre-building
  • more flexibility in adapting to detector layouts
  • remove of SubVolumeConfig as a potential source of inconsistency
