Modify code comments in Navigator

Paul Gessinger requested to merge pagessin/acts-core:ACTS-431_Extrapolator into ACTS-431_Extrapolator

to make the behaviour more clear (hopefully)

@asalzbur Could you make sure the comments actually represent what's going on? If that is the case, you could merge this first to update your MR with this change. (That's the reason why I created an additional MR)
