Make attachVolume and attachVolumeArray public

Paul Gessinger requested to merge attach_volume_array into master

This was made protected in !488 (merged). I use it in the ATLAS geometry construction, since I harmonize boundaries and manually set them from the geometry construction code. I therefore make them public again.
