Resolve "Vertexing: Implement Gaussian Track Density Seed Finder"

The implemented unit tests use the exact same configuration and numbers as the ATLAS VertexSeedFinderTestAlg for the TrackDensitySeedFinder. The ACTS implementation shows the exact same behaviour and gives the same results for all tests.
