Update recommended LCG version and CMake build option

LCG_95 is now the default; latest revision does not compile with LCG_94 on Ubuntu systems.

ACTS_BUILD_TESTS and ACTS_BUILD_LEGACY options are now disabled by default. Updated options in "CMake build system" table to reflect this change.
