Bump Core version in the framework to v0.10.x

I got started on the renamed modules. This is based on top of !132 (merged), so ideally that is merged first.

This MR updates to the new include paths, adapts to the inclusion of the time components in a few spots, makes SimIdentifier conform to SourceLinkConcept (by inheriting from MinimalSourceLink), and adapts to the MaterialPlugin going away.
