Const-correctness fixes

Hadrien Benjamin Grasland requested to merge hgraslan/acts-framework:const-fixes into master

This MR makes the test framework compatible with the constness changes that were recently introduced in ACTS, and drops a silly vector of const.

As my local build is still badly broken, I cannot test it, so feedback would be appreciated.
