add snow producers for users to ask for shared profiles and update quotas

We're structuring the service with:

• Personal profiles, dynamically created on login, no quota changes possible
• Team/Shared profiles, created on demand, associated with quotas for CPUs/Mem/GPUs/etc

We need a dedicated SNOW producer for people to request the second.

We also need another producer to update the quota initially requested on profile creation.
