AI-5921 - Puppet6 becoming production - refresh all gems

• Puppet 6 is now close deployment and puppet 6 tests with 6.15.0 should be considered critical
• Update list of gems with respect to voxpupuli.
• Update stable puppet5 version to 5.5.19 as we are using.
• Puppet 5 latest test removed. Puppet 5 will never be upgraded before 6.
• The new gems introduced a load of white space checks, to many for now, ignore them.
