Realign gems to voxpupuli

• In particular this brings a much newer robocop which will create quite some fixup work.

• Brings in facterdb 1.13.1 which has CentOS 8 facts as stream facts.

• The CentOS 9 facts are populated better.

• Three new lints checks are enabled:

  • https://github.com/iasha102/puppet-lint-parameter_type-check
  • https://github.com/voxpupuli/puppet-lint-param-docs
  • https://github.com/mmckinst/puppet-lint-top_scope_facts-check

• Any of these lint tests can be disabled in the usual way with within .sync.yml.

• The top_scope_facts linter will trip on ENC variables. The obvious ones have been added as exceptions to be skipped and further ones can be added in .sync.yml.

We need this however to have any chance for voxpupuli or puppetlab modules to pass at CERN.
