Create an empty stage

People can add extra jobs onto to end of their .gitlab-ci.yml file already with via ~/.sync.yml settings.

e.g - https://gitlab.cern.ch/ai/it-puppet-module-bagplus/-/merge_requests/580

Create an empty job stage that can then be populated with jobs optionally.
