Automatic deployment of Doxygen & Usermanual to web

This branch adds CI configuration for an automatic deployment of both the user manual and doxygen to the website of allpix-squared.

Currently the docker image for the latex compilation is altered to include pandoc, then one more issue is to be fixed concerning the html manual and a few tweaks are missing.

In general it is working already quite fine.
