Move the `release_metadata` helper function to `PyUtils`. This avoids

The primary purpose of this code cleanup is to drop the legacy mechanism of
applying calo alignments via callbacks (through IGeoAlignTool & CaloAlignTool),
and also to prevent potential clients from retrieving the manager from DetStore
(by dropping the converter)

Also fixed a bug in CaloTowerBuilderToolTestAlg which was retrieving the manager
from DetStore by mistake.

Fixed refs for all unit tests affected by this change
