[SUS-2468] replace only keyword with rules

since the only keyword is deprecated it is replaced with rules. Also it includes the new release pipeline change. Now to run the release pipeline either the HEAD of master is moved or a "version" tag is created. A "version" tag is a tag with a name like the following: v..

The release branch is taken out of the shared common project and if needed should be included in the rules of the individual projects .gitlab-ci.yml file.
