Fix bug in loading algorithms

Algorithm snippets with certain names were not imported properly.

Python's string.strip('.py') removes all trailing characters that match any of the characters in the string. This method is now replaced by the corresponding methods in TQStringUtils. Also did the same replacement for observable snippets, although this bug has already been found and fixed differently. Now it's consistent.
