mergeBinsManual function added

I had some troubles in rebin histograms (not in a uniform way) in buildModel, so I decided to import the mergeBinsManual function we had on the CAFCore branch used in the properties analysis.

This is the functionality was originally added from Carsten. @cburgard can you doublecheck it?
