Run DIPS on b-jet trigger with fullscan tracks

Dan Guest requested to merge dguest/training-dataset-dumper:btag-fs-tracks-update into r22

This modifies the ca-dump-trigger-btag script and the Trigger.json configuration so that we run dips on the fullscan tracking in the trigger.

It's a work in progress because we need a release with atlas/athena!44851 (merged) merged before it will work.
