change VR trackjet cut to minimum constituent cut and add VR trackjet overlap decorators to output

This MR adds the VR track jet variables required for the VR track jet overlap removal to the output of the VR track jet dump, allowing to veto event topologies with concentric track jets downstream.

It also removes the vr_cuts variable in the configs which had no effect and replaces it with a min_constituents cut.
