add track abs_deta, remove taggers

Samuel Van Stroud requested to merge svanstro/training-dataset-dumper:svanstro/track_abs_deta into r22

Allow for abs eta GN1 trainings. Also bumping releases.

Removing:

  • IPxD_p*
  • rnnipflip
  • dips20210729
  • dips20210729flip
  • DL1d20210824r22

Of course it should be stressed that we can still run the taggers if we need to, they will just not be stored for the future default trainings samples.

Retained taggers outputs are stored at half precision.
