Bump release to 24.2.25 and 24.0.13

I wanted to use some newer features from Athena, but since that work might take a while I'm bumping the release separately. This also moves the Athena release form 23 to 24, in preparation for switching to 24 in trigger and production at the end of the year. The two releases should be mostly compatible.
