Add required truth information

Nikita Ivvan Pond requested to merge npond/training-dataset-dumper:fix_truth into main

Particle barcodes were not being saved for tracks, this MR adds the relevant line to the default EMPFlow config, as well as adding the parent barcode for truth objects. A new base-config pflow-base is introduced, to allow for common options to be shared across pflow configs.
