[AFT-686] Refactor aux task output decoration from GNN to dedicated algo

Description

Required modifications to TDD to refactor the functionality of decorating the tracks with aux task outputs from GNN tool to a dedicated algorithm.

The changes in dump-single-btag and EMPFlow.json are only for testing purpose.

Counterpart of: atlas/athena!70494 (merged)
