Update MadgraphControl JO file for low-mass long-lived dark photon dimuon DV full HAHM sample request

This MR is for fixing the issue in the low-mass long-lived dark photon dimuon DV full HAHM sample request.

JIRA ticket: ATLMCPROD-11598

Changes:

• Remove an old comment, no impact on running the jobs.
• Change the modify_run_card() argument to read runArgs. This ensures that the beam energy is set correctly.
