Handle when athena is skipped for rel >= 21.6.51 in CI

Description of bug

Currently the commit script won't submit the log.generate.short files for 4-digit releases 21.6.46.x.

Changes introduced

  • Move decision to skip athena in CI scripts in order to make it clearer for the jO coordinators
  • Only check minor release version to determine if athena should be run in the CI
