Higgsino config and JOs for 3L grid.

Submitting new config file for C1N2 higgsino simplified model production (based on rel19 https://gitlab.cern.ch/atlas-physics/pmg/infrastructure/mc15joboptions/-/blob/master/common/MadGraph/MadGraphControl_SimplifiedModel_higgsino.py)

• adding C1N2 param card details
• mergeproc no longer needs "LEPTONS,NEUTRINOS"
• updated extras -> run_settings
• setting pdf to 247000 to match previous related grids (rel19)
• removing pt1jmin=50 cut for lepton filtered production
• updating evt_multiplier,nEventsPerJob for 3L3 following removal of ptj1min cut

120 JO files for 3L3 filtered C1pN2/C1mN2 -> WZ -> 3L grid for the SUSY EWK 3L offshell analysis, as discussed in ATLMCPROD-9031.

• all standard JOs except dM(N2,N1)=5 or 10 GeV jobs, for which evgenConfig.nEventsPerJob is set to 1000 and 5000, respectively.

Validated rel21.6 / rel19 for 5 points with different mass splittings, also attached to ATLMCPROD-9031.

Points with small dM(N2,N1) require large multiplier O(150). Two here failed the CI with just 10 events requested. In larger test jobs the required multiplier is ~130, so 150 is already allowing some room. I can increase it if that's what we want, but to me it seems that would just needlessly lengthen the jobs.

Checklist for approvers

• All the items in the "Checklist for requesters" have been completed successfully
• The pipeline has run and the status is green
• CI jobs have not been skipped (if jobs have been skipped, the requesters should provide a reason for skipping and confirmation from the PMG conveners is necessary before merging)
• Look at the output of the child pipeline created by run_child_pipeline and make sure that at least one run_athena_DSID job has run. If it's not the case, confirmation from the PMG conveners is necessary before merging
• Check that no log.generate.short files are included in the commit to be merged to master. If such files are present, it indicates that something went wrong in the pipeline. Check the job logs and contact the package maintainers if needed.
• Check that no file has been modified or deleted
• Check that the title of the MR is descriptive enough (if not ask the requester to modify it)
• Check that the DSID range assigned is correct (500000-999999) and corresponds to right generator block
