Centos7 image for external cvmfs

Frank Berghaus requested to merge berghaus/docker:centos7-atlas_external_cvmfs into master

The main point of this MR is to add a CentOS7 container to use with external CVMFS. It is an almost exact copy of the SL6 recipe. I've also added to the gitlab CI to automatically build the container. The middle commit contains some documentation on how to run SPOT tests in containers. Not sure this is the appropriate place to document this, or whether that information should go elsewhere.
