LpGBT link auto reset, in unit of quad for enabled channels
After flx-init, or fiber reconnection, for unlocked Lpgbt links, automatically reset the RX data path of the related quad, if this unlocked link is an enabled channel (by default, it is enabled). Verified with 24 BE and 24 FE channels, with all fiber connected.
