The goal of this branch is to have a reduced data rate version (4.8 Gb/s) of the master. Setting true FULL_HALFRATE the RX transceivers work at a data rate of 4.8 Gb/s and 240 MHz clock frequency. It works both for BNL712 and VC709 cards. We added all files needed for 4.8 Gb/s version. We modified do_implementation_post.tcl for FULL mode build. After the import on Vivado 2020.1 some ip cores changed slightly.
