Fix timing constraints for gbt

Hi Frans,

here my proposed fix for the GBT timing constraints. I've produced a bit file only for 8CH. The timing report (https://cernbox.cern.ch/index.php/s/dXoTB8CSVCltfg7) shows that 8 GT_TX_WORD_CLK and 8 RX_WORD_CLK are now created.

As mentioned in the previous merge, it's not obvious that the current phase2/master has issues because tx/rxoutclk[*] are there. Nonetheless, properly creating the WORD_CLK will allow some of the commands (e.g: set_max_delay) in the constraint file to work as expected
