Imlemented LTI transmitter and Interlaken receiver on FLX182

Frans Schreuder requested to merge phase2/FLX-2046_Implement_LTI_transmitter_BNL182 into phase2/master

Moved removed clk_wiz_356 from decoding, and added clock output to clk_wiz_250, otherwise placement fails with illegal BUFG placement
