Changed DecEgroup_8b10b_tb (and framegen) to generate chunks with no idles in between, and 1 idle for 1280Mb/s E-Links. Took most of the decoding from phase2/FLX-1776_HGTD_Decoding_plus_FLX-1979 branch for a fix
