migrate projects to vivado 2023.2

Federico Morodei requested to merge migration_vivado2023 into master

This MR upgrades the IPs of the projects of SL firmware, BI DCT firmware and BMBO DCT firmware to Vivado 2023.2. Now all the three projects can be opened and implemented with Vivado 2023.2.
