added app (eff_daq_stop) for stop while run sole computation

I've made a new app in the package to deal only with stop-while-run information, starting from the eff_daq_new app.

Before merging, please check the CMakeLists.txt for clashes (I may have commented out some compilations, but I may be wrong as this branch is based on a much newer version of the RCUtils than the tdaq08 one).
