Apply API changes to DAL algorithms as discussed in ADTCC-209 1. BaseApplication::get_output_error_directory() is renamed to Partition::get_log_directory() because the log directory does not depend on the application 2. BaseApplication::get_info() - remove partition, segment and host parameters 3. Segment::get_timeouts() becomes algorithm of seg config, so the partition and db parameters are removed

Make disabled() algorithm compatible with new application config. The disabled algorithm checks templated segments and applications. If the application or segment configuration is available, it checks disable status of the base object for templated ones. This is required for ADTCC-177

Follow changes in config packages reimplemented generic templates. 1) User code is responsible to store generated pointer in the base object and lazy cast to such object from derived ones 2) Register names of the algorithms in DAL factory and implement search and upcasting of DAL objects to run such algorithms using generated get() method See ADTCC-177 for more details

Update applications config using DB actions. Remove reset parameter. There is no more need to use "reset" paranetr in new get_applications() and get_segment() algorithms. This is handled in a transparent way similar to disabled components. This affects API described in ADTCC-177.
