Add possibility to add parameters passed to OksConfiguration. The optional parameters can be added to "spec" using [&p1;p2;...;pn] syntax. The only supported parameter for the moment is norepo, that disables use of git repository for OksKernel. This will be used to address issue of rdb server backup as discussed in ADTCC-227.
