AvalancheSchedulerSvc: include eventID in scheduler dump

Apply gaudi/Gaudi!1579 (merged)

Include the eventID in the scheduler dump and also implement ISchedulerSvc::dumpState to dump the state of all event slots.

Relates to issue #306.
