Only build base image on schedules where BUILD_BASE_IMAGE is set

Zef Wolffs requested to merge base_image_build_fix into master

Now that we have a second schedule (build master every night) we need to specify which of the schedules is supposed to just build the base image and which is supposed to build the whole statanalysis, having this extra variable achieves this.
